EAS and EIS grants — an application from your plan

The Estonian Business and Innovation Foundation (EIS), which many still know as EAS, funds business development, innovation and export capability. An application needs clear business logic, measurable results and a justified budget — exactly the parts a Projektiassistent project plan already contains.

01 / What the application needs

The pillars of a business grant application

Business grants are assessed above all on whether the project produces a measurable commercial result and whether the company can actually deliver it.

📈

Business objective and impact

What the project changes for the company — revenue, productivity, exports, a new product or process. Measurably, not descriptively.

🧩

Activity plan and phases

Which concrete activities lead to the result and in what order, with owners and deadlines.

💶

Budget and co-financing

Justified cost lines, the co-financing share clearly separated and VAT accounted for separately.

👥

Team and capability

Who runs the project and with what experience — a more frequent stumbling block in assessment than the idea itself.

02 / In practice

Where applications most often get stuck

Business grant applications rarely fail on the idea. They fail on the reasoning: the link between activities, budget and the promised result is weak.

  • 🔗 The result is not linked to activities. If the promised growth cannot be traced to any activity, an evaluator will not believe it. The system keeps them linked.
  • 💶 Co-financing is not covered. Uncovered own contribution is a critical risk — the stop check keeps the project a draft.
  • 📄 Reporting comes later. Winning the grant starts the reporting. Cost lines and activities are structured for reporting from the beginning.

Frequently asked questions

What is the difference between EAS and EIS?

The Estonian Business and Innovation Foundation (EIS) is the institution formed by merging EAS and KredEx. EAS remains in use as the familiar name, but applications are handled by the merged foundation. In practice people search for both names.

Does Projektiassistent submit the application for me?

No. It drafts the content — text, budget and risk analysis. Submission happens in the funder's own application system, where you use the content you produced.

How do I know which measure fits my project?

Describe the project in Projektiassistent and see which conditions it meets. Final confirmation of eligibility always comes from the funder — measure conditions change round to round.

Can the AI also produce an English version?

Yes. From the same project you can generate the application in Estonian, English or Russian — useful when the same project also goes to an international programme.

What do I need before drafting an application?

A clear description of the project: what you do, what result it produces, what it costs and who delivers it. The AI builds the rest of the structure.
